Corrigendum - Providing Integrated Facility Management Services (IFMS) at Reserve Bank Staff College (RBSC), Chennai

Clarifications on queries raised by bidders in the pre-bid meeting held on June 03, 2019 are furnished below for information of interested bidders

SL No. Queries Clarification
1 Whether the eligibility criteria as specified in the tender can be relaxed? The eligibility criteria, as specified at Section III of the Tender Document cannot be relaxed.
2 What shall be the period of contract? The period of contract shall be initially for 10 months, ie from September 01, 2019 to June 30, 2020. The contract is renewable as per the conditions specified at para 40 of Section IV of tender document. Accordingly, the contractor selected shall be required to sign the formal agreement within a week on award of work and shall undertake the work with effect from 01.09.2019, failing which the letter of intent shall be treated as cancelled.
3 Whether the contribution with regard to Provident Fund and Employee State Insurance Contribution needs to be remitted only in Chennai? The contractor should ensure contribution in respect of all his employees deployed to the College with regard to Employees Provident Fund (EPF) and Employee State Insurance Contribution (ESIC) as per the provisions of the relevant acts and has to ensure that all such employees are given ESI Card and EPF Card.
4 What is the amount of Earnest Money Deposit (EMD) to be remitted? Earnest Money Deposit (EMD) is Rs.4,60,000/- (Rupees Four Lakh Sixty Thousand only). Bidders are advised to remit EMD sufficiently in advance to avoid last minute hassles.
5 Whether MSMEs are exempted from remittance of EMD? All participating Micro and Small Enterprises (MSEs) are exempted from payment of Earnest Money Deposit (EMD)
6 Whether GST has to be quoted separately? Yes. Tenderers are advised to quote Base Rate and GST amount separately for each item as specified in the portal. Please refer to para 3 of Section IV of tender document and also the format for Price bid – Part II.
7 Whether the College prescribes any minimum service charges? No. The College shall not prescribe any minimum service charge to be quoted by the tenderers and interested tenderers are free to quote any rate, taking into consideration all statutory requirements as indicated in the tender document.
8 Whether any special qualification is needed for Gardener? No special qualification is required. Only skilled and experienced gardener shall be deployed to maintain all the horticultural works in the College premises.
9 Whether the College will bear the expenditure in respect of any material supply? Apart from basic tools, safety equipment, etc as mentioned in the tender, which the contractor has to provide, the College shall bear the cost of items of equipment supplied by the contractor as part of repair, replacement, etc. by way of reimbursement.
10 Whether the staff deployed are required to work on holidays? If so how do they get compensated? On the days of National Holidays, the College and related establishments will remain closed and no staff shall be deployed for duty on those days.

On other holidays, bare minimum staff may be deployed to provide essential services to inmates, if any, and also to the permanent residents. Such staff as deployed shall be granted compensatory-off which may be availed of by the staff within two months from the date of such holidays.
11 Explain the details of brands of items to be supplied. Brand names, wherever indicated in the tender, are given only for illustrative purpose. The tenderers may supply items of equivalent price and of equivalent or better quality.
12 Whether the College will provide items like salt, other chemicals, etc for day to day operation of STP? What is the scope of work in STP? When was it installed? Yes, the College will bear the cost of such consumables supplied by the contractor on reimbursement basis.

Scope of work is daily operation of STP, as indicated in the broad scope of work in tender document.

STP was installed in 2015.
13 Explain the number of overhead and underground sumps and their respective capacity details. Overhead tanks – Total 8 Nos
(2000 Litres- 1 No, 3000 litres – 2 Nos, 3600- 1No, 4800- 1 No, 8000 litres- 2 Nos, 31000 Litre 1 No)

Underground Sumps- Total 10 Nos.
(4000 litres- 2 No, 8580 litres 2 Nos, 13000 litres- 1No, 17000 litres–1No, 20800 1 No, 22400- 1 No, 25000-1 No, 35000 litres- 1No)
14 How does the tenderer take into account the cost of items like supply of manure, good quality earth, etc. and also any other inherent costs, while quoting the price bid? Any such costs, which are not specifically mentioned in the price bid format, shall be quoted against SL No 5 of Price bid, that is along with cost of cleaning materials and tool kits. However, payments in this regard will be made on actual basis.

All other terms, conditions and specifications in the original tender document shall remain the same
