Minutes of Pre-Bid Meeting - AMC and FMS for Computer Hardware, Software and Peripherals at RBI, New Delhi

Corrigendum dated May 31, 2019

Pre-Bid Meeting of the captioned tender was held on May 22, 2019 at 11 am at RBI, New Delhi. The following prospective bidders attended the meeting:

Following queries were raised in the meeting: -

1. How will the Resident Engineers (REs) serve the locations of RBI other than the main building? The REs will have to serve all the 06 locations (Section IX of the Tender Document) for AMC/ FMS. However, they shall be placed at Main Office Building of RBI at 6, Parliament Street, New Delhi – 110001.
2. Whether MSEs are exempted from depositing EMD? Yes, all Micro & Small Enterprises (as defined in The Micro, Small & Medium Enterprises Development Act 2006) have been exempted from depositing EMD amount.
3. Whether vendors are required to comply with the requirements of various labour laws? Yes, the vendors are required to comply with the statutory requirements of all the labour laws.
4. Participants asked to explain the Part II- Price Bid calculation for the tender. The calculation of Part II of the tender i.e. Price Bid was explained in detail to the participants.
5. Whether the minimum wages of Delhi shall be applicable? Yes, the minimum wages of Delhi UT shall be applicable for the compensation of RE’s (c.f. Para 17, Section III of the tender document).
6. Whether the quoted amount is inclusive/exclusive of all taxes? The quoted amount should be inclusive of all the taxes.
7. Whether RBI reserves the right to sub-divide the work mentioned in the tender amongst two or more tenderers? Yes, the RBI reserves the right to sub-divide the work mentioned in the tender amongst two or more tenderers at its own discretion and vendors will have to execute orders for part of the items placed with them at the quoted rate for various items (c.f. Para 31, Section IV of the tender document).
8. Whether RBI reserves the right to increase/decrease the quantities of IT assets during the contract period? Yes, the Bank reserves the right to increase or decrease the quantities and even omit any item of work after the order is placed and the vendor shall execute the same. The net rates in the original tender shall determine the valuation of the addition or deletion of IT assets under AMC. The value of the contract shall be adjusted accordingly on pro rata basis, with the prior approval of the Bank. (c.f. Para 31, Section IV and Para 18 (i) Section V of the tender document).
9. The participants sought explanation of Penalty Clause. The penalty clause and its caps were explained in detail to the participants.
10. Is the Office using Novell software? Yes, Novell 5 & above is being used at RBI, New Delhi.
11. Whether the defective IT assets would be returned to Vendors after replacement? The defective items shall be returned after replacement. However, the data shall be erased/ removed from the Hard disks as per the policy of the Bank. Further, the hard disks in case of servers/ critical desktop may be physically damaged to avoid data recovery.
12. How would the complaint calls be logged? The calls are received on telephone and email. The same shall be recorded manually in the register. The vendor would be required to maintain a physical/ soft copy of the calls logged along with the time taken to resolve the same.

2. The bidders were also informed that a corrigendum in respect of MSEs’ exemption from submission of EMD, to our Tender (SOT) dated April 16, 2019, has been uploaded on RBI and MSTC website.
