Opening of Part II (Price Bid)

The pre-bid meeting for the captioned work was conducted in Conference Hall at MOB on 13.12.2018 at 11.00 AM in the presence of following participants and Reserve Bank Officials:

Following queries were raised by the tenderers in the meeting:

1. Whether the work completion period will be extended if there is delay from the end of SNDL (Electricity Service provider) for net metering etc.?

Bank’s Clarification: The Bank may consider the delay on account of SNDL (Electricity Service Provider) based on the merit of the facts.

2. How old is the CT/ PT and whether it is to be replaced?

Bank’s Clarification: The present metering with CT / PT is about 10 years old and while providing net-metering arrangement, the necessary modifications / replacement of required items shall be carried out by contractor without any extra cost to the Bank. The contractor may visit the site to get acquainted with the existing installation for the same.

3. What should be the power generating capacity and invertor capacity?

Bank’s Clarification: The minimum power generation capacity shall be 65 KWp for Main Office Building and 80 KWp for Additional Office Building. To achieve these capacities, minimum two inverters per plant shall be provided so that in case of failure of any inverter, part of the plant remains functional.

4. Is there any relaxation in the 5 years’ experience criteria?

Bank’s Clarification: There will not be any relaxation in eligibility criteria of 5 years’ experience.

5. What is the time allowed for carrying out the work?

Bank’s Clarification: The Work shall be completed within 12 weeks from 10th day of the date of the work order as mentioned in the tender. Normal working time to carry out the work at site shall l be 10.00 AM to 6.00 PM on all days of the week.

6. Whether cleaning of Solar panels is to be carried out by the vendor?

Bank’s Clarification: Yes, as per the tender condition, cleaning of Solar panels at regular interval is in the scope of the contractor.

7. Whether splitting of BG into two different BG’s will be allowed?

Bank’s Clarification: Splitting of BG into two different BGs is allowed subjected that it does not violate the tender conditions.

8. Whether Annual power generation degradation is allowed after 5 years?

Bank’s Clarification: The annual power generation shall meet the tender requirement.

9. What is the capacity of DG Set?

Bank’s Clarification: The DG set capacity at MOB is 625 KVA and 200 KVA and that of AOB is 1010 KVA & 300 KVA.

10. Whether Upgraded Module is permissible?

Bank’s Clarification: Yes, upgraded module is permissible but it should fulfill the tender conditions.

11. Whether OEM’s letter for participation is compulsory?

Bank’s Clarification: Yes, As per tender conditions, OEM’s Letter for participating in the tender is compulsory.

12. Whether synchronization of solar power generation with DG power is required?

Bank’s Clarification: Yes, Solar Power generation is required to be synchronized with Bank’s D.G.set power also.

13. Whether testing will be carried out before the dispatch of the material?

Bank’s Clarification: Yes, Bank reserves the right for testing of the equipments as per tender provisions before dispatch.

14. Whether it is compulsory to have invertor manufactured in India?

Bank’s Clarification: The inverters complying with the tender specifications are acceptable.

15. Whether Electricity Bills of the last two three months will be provided for knowing consumption?

Bank’s Clarification: Energy consumption details shall be shared , if required.

16. Whether monitoring of Solar Power generation on computer is required?

Bank’s Clarification: As per tender, the software for remote monitoring on PC through LAN and hardware (except PC) required for interfacing the system are to be provided by the contractor.

17. Whether sensors for monitoring of solar panel’s parameters like temperature etc. are required?

Bank’s Clarification: Yes, As per tender, provision of pyrometer, temperature probes for recording the solar panel temperature, anemometer for measuring the wind speed is in the scope of the contractor.
