Corrigendum – E Tender for Providing Services of Private Security Guards at RBI, Main Office Premises, RBI, Dehradun

During the Pre Bid meeting organized for the above tendering process held on October 25, 2018, one of the participants queried about the Annexures pertaining to Techno –Commercial bids, clarification regarding similar works completed in last 5 years, Technical and Financial evaluation of bids and process for the award of the contract.

2. In this connection, we may issue corrigendum to the captioned notice with regard to queries raised in the meeting. The details of the corrigendum are mentioned below:-

(a). Annexure ‘E’ mentioned against Sub para 1 (f) of Part -I (Techno Commercial Bid) may be read as Annexure ‘F’

(b). Annexure ‘E’ mentioned against Sub para 1 (g) of Part -I (Techno Commercial Bid) may be read as Annexure H’

(c). Para 3.4 mentioned under Para 3 (Opening of tender) may be read as:-

“The Part-II (Financial Bid) of only those tenderers, who meet the minimum eligibility criteria as set out in the Section IV of the Tender Notice will be opened on a subsequent date, for which intimation would be given to the qualified tenderers

(d). The eligibility/experience criteria prescribed at paragraph 4.3 of Section IV & at Annexure ‘B’ of Format I, may be read as “either of the similar work completed, mentioned at sub-para a, or b or c of the above para & Annexure

(e). Details of Evaluation will be as per criteria mentioned below:-

3. Criteria A (Technical Bid Evaluation)

i. Two bid system will be followed where the technical bid and price bid will be evaluated separately.

ii. The technical bid will have 50% weightage. The Technical Bid will be evaluated as per criteria prescribed in the Annexure-H of the Tender Document. The supporting documents for the above are required to be submitted for evaluation.

Illustration -1 (For Technical Weightage)

  1. If a Bidder has secured 80 marks out of total 105 marks their score in technical evaluation shall be: 38.09 (80/105x100) x50%.

  2. The bidder shall be required to produce self-attested copies of the relevant documents in support of the parameters being considered during technical evaluation.

  3. A substantially responsive bid shall be one that meets the requirements of the bidding documents totally ,i.e., by following the procedure as above The technical bid not meeting the minimum requirements as per the tender documents shall be rejected.

  4. The bidders who qualify in the technical evaluation stage shall only be called for opening of financial bids.

4. Criteria B (For Price Weightage)

i. The financial evaluation shall be carried out and price bids of all the bidders shall be given weightage of 50% as per the following formula.

Financial Bid=50x (L1/Lx)
Where Lx denotes Financial Quote of the entity in Rs.
L1 denotes Lowest Financial bid in Rs.

ii) The Bidder with the lowest bid price (L-1) shall be assigned full 50 marks (i.e. 50% x 100) and his total scores of the bid shall be as per illustration 2 below:

a) If Bidder at Illustration 1 is L-1 Bidder and quoted Rs.100/- for being L-1, then his total value shall be 88.09 i.e. {38.09 (Technical Value) + 50 (Financial Value) }

b) The financial scores of the other bidders (i.e. L-2, L-3 …… and so on) shall be computed as under and as explained at Illustration – 3 below:

50 x Lowest Value (L-1 Price) / Quoted Value (L-2 or L-3……)

If Bidder at Illustration 1 is L-2 Bidder (in Price Bid) and he quoted 125, therefore 50% being weighted value, the financial scores for L-2 shall be computed as under:50X100 (lowest prices-L1)/125 (quoted prices-L2) =40 (financial score) Therefore L-2 Bidder shall have total value of 78.09 (38.09 Technical Value + 40 Financial Value)

5. The bid score under the each head will be rounded off up to two decimal places.

6. The Bidder’s rankings shall be arranged depending on the marks obtained by each of the bidders in the Technical and Financial bid evaluation together.

7. The Bidder meeting the minimum eligibility criteria and with the highest marks/score (i.e., the total of technical evaluation marks and financial marks) will be deemed as the successful Bidder and will be considered eligible L-1 bidder for further processing.

8. In case of tie of overall scores (Technical plus Financial Bids) the bidder having submitted lower financial bid will be considered as L-1/ Successful bidder.

9. In case any conflict between any provision/clause related to procedure of evaluation of bids for award of contract as spelt at para 2 & 3 of this corrigendum and any provision/clause of original NIT the provision of this corrigendum will prevail.

10. As already mentioned at para 1.8 of Section II of the original NIT the Bank is not bound to accept either in full or in part any tender. The Bank also reserves the right to reject all tenders without assigning any reason thereof.
