Minutes of the Pre-bid meeting - Design, Supply, Installation, Testing and Commissioning of 50 KWp Grid Interactive SPV Based Solar Power System for Main Office Building at RBI, Chandigarh

A pre-bid meeting was held at 11:00 AM on February 20, 2017 at 3rd floor, Estate Department in connection with the above subject. The meeting was chaired by Sh. Sandeep Mittal DGM(ED) and attended by Sh. Rajiv Narang, AGM(ED), Sh. Sohan Lal AM (T-E) PP, Ms Tanya Jamwal, AM, Sh. Randhir Kumar, JE (Electrical) and Sh. Siddhartha Chandra, Assistant. The meeting was attended by the representatives of three tenderers

All the queries / issues raised in the meeting were discussed and clarified as under:

1. The completion time as indicated in the tender is for completion of entire scope of work i.e. till this grid interactive solar panel system is connected and synchronized with the grid. The administrative / statutory approval from the state electricity board for the solar panel shall be obtained by the tenderer before the handing over of the system. The system shall be taken over only after receipt of requisite approval(s) and implementation of net metering, as the case may be.

2. Some firms informed that Chandigarh administration do not accept payment of charges for metering etc. by third party. Therefore, it was clarified that the payments regarding meter cost and fees of the department, if any, will be borne by the Bank. However the liasoning for obtaining all approvals with the external agency will be the responsibility of the tenderer.

3. Regarding submission of the tenders, the firms were advised to submit EMD in the prescribed form along with tender Part-I in a sealed envelope and Part-II in a separate sealed envelope.

4. One of the firm requested to relax eligibility criteria, however it is conveyed that the eligibility criteria will remain unaltered as indicated in the tender.

5. One of the firm requested to consider the string inverters also, however it is conveyed that only centralized solar inverters are to be provided.

Apart from this, it was made clear that all the installation should be done as per the MNRE specifications and as specified in the tender. There will be no relaxation in any condition (such as EMD and cost of the tender) of the tender for the National Small Industries Corporation (NSIC) firm.

After the meeting, the proposed site for the installation of the Solar Plant was visited by the tenderers.
