Corrigendum

A pre-bid meeting for the tender RBI/CAB Pune//375/21-22/ET/375 for “Annual Service Contract for providing Catering services at Reserve Bank of India, College of Agricultural Banking (CAB), University Road, Pune and providing catering cum maintenance services at Banks Guest Rooms located at Rajnigandha (Aundh)”, issued on MSTC portal and on RBI website on January 06, 2022 was held at 12.00 p.m. on January 13, 2022. 2. Major Somit Dutta, AGM welcomed the vendors and conducted the discussion while Shri. V G Sekar, Chief General Manager & Principal, chaired the meeting. The queries raised by the representatives and the clarifications thereto are tabulated as under:

1 For annual turnover, the balance sheet for the financial year 2020-21 is unaudited. Can we submit audited balance sheet of 02 years only i.e. 2018-19 & 2019-20? Please refer to Section-I Para 1.1.1 (d) of the tender document.
2 Can eligibility criteria’s given at Sr No. 04, 05 & 06 for number of chefs, number of supervisors & number of support staff, respectively, under Section-VIII-Scrutiny of offers (Eligibility Criteria) be relaxed? The eligibility criteria stands unchanged as per the Tender Document.
3 Is proof for experience in maintenance of guestroom is must? Please refer to Section-I Para 1.1.1 (a) of the tender document.

4 In terms of the tender document, the expenditure/cost for deployment of 12-labourerss will be borne by the Bank. Does labourer for housekeeping is covered under these 12-persons or any extra deployment has to be done? Labour for housekeeping is included in the deployment of 12-persons.

5 As the labour cost for 12-labourers is to be borne by the Bank. In case, there is requirement of extra manpower for any function/training, who will bear the cost of extra manpower? In terms of tender document, Para-3.3.2 (i) - the Bank will bear cost for deployment of 12-labourers only. When there is temporary requirement of deployment of extra manpower for any special function/training, the bidder has to bear the costs for the same. Bank, at its own discretion, if feels necessary/the requirement is on long-term basis, increase the manpower & bear the cost for the same. Decision in the regard will be at Bank’s discretion & final.
6 Who will bear the costs towards Laundry services & cleaning material for maintenance of Rajanigandha guest rooms? The bidder has to ensure washing of linen through the authorized laundry contractor of CAB, RBI. The cost of washing of linen will be borne by the Bank. The College will supply cleaning material for housekeeping purpose.

7 Whether reimbursement on salary revision is applicable? The detailed wage break-up has been given in the Annex-IX of the tender document. The College will pay the wages as per Central Government rules. VDA will be revised & paid as & when reviewed by the Government.
8 What is the total Number of Guest Rooms and Present Occupancy Percentage? There are 18-guest rooms situated in CAB premises & 04-guest flats situated in Rajnigandha guest house (Aundh). The average occupancy is around 60-70%.
9 Amount of Security Deposit is ₹5 lakh which comes to 6.25% of the total estimated cost of the tender value, usually Security Deposit % is 3% only. In terms of the tender document, para- 4.12 - On award of contract, the successful Bidder shall furnish an amount of ₹5 lakh in the form of a Performance Bank Guarantee as per Annexure-I from any Scheduled Bank in the form prescribed by the Bank (which will be submitted along with letter of acceptance) towards security deposit for the due fulfillment of the contract. As this not an annual maintenance contract, there is no fixed monthly/annual bill. The orders will be on need basis. Since there is no fixed business and estimated cost has been arrived on a tentative requirement, a fixed amount of ₹5,00,000/- is taken for PBG.

11 Page No. 18, Section- I, Eligibility Criteria & Important Information, para 1.1.1 (f), regarding office at Pune, we hereby kindly inform to you that presently we running Guest house contracts of BPCL at Lonavala 2 sites, RBI Jaipur, RBI Nagpur & if we have awarded with the contract we will set office at Pune location. Please refer to Section-I Para-1.1.1 (f) of the tender document.
12 Page No. 71 of tender document, kindly explain/ clarify Annexure-VII (Weightage). Weightage and Indicative rates for Catering Services is given in Annexure-VII on Page no. 71 & an illustration of Evaluation of price bid is given in Annexure-VIII on Page no, 72.

Following points were discussed & were impressed upon by CAB, RBI during the meeting:

(i) The rate for lunch served to officers of the Bank will be ₹110/- inclusive of all Taxes. This rate will be fixed and will not be part of price bid. Rates for Ala Carte menu will be negotiable. The average no. of officers availing this facility is 15-20/day. The rates & menu for staff canteen will be on mutually agreed basis.

(ii) In terms of tender document, para 4.6- If the performance is not found satisfactory or directions given by Bank are not executed in reasonable time, it may lead to imposing penalty ranging from 10 % to 25 % of the Bill amount at the discretion of the Bank. The Bank’s decision in this regard shall be final and binding on the successful bidder. In respect of Chef and Cooks, if required relievers are not provided during their absence, a penalty of ₹2000/- will be imposed for each Chef and Cook absent per day over and above the penalty clause (Please refer to the corrigendum).

(iii) In terms of tender document, Section – VIII-Scrutiny of Offers-(c)-Site Evaluation & Demonstration at Bank’s site:

The members of the Evaluation Committee shall conduct site visits to assess the quality and other aspects of the existing contracts of bidders as per the criteria in the undermentioned table and a Site Evaluation Score (SES) will be given to the participants. The bidder will also have to give a demo of food and services at the Bank’s site. A list of such places along with contact details of the contact person should be provided. Marking is detailed as under:
