Pre-bid meeting for the captioned tender was held on May 26, 2020 at 10.00 hrs in the Conference Room, Reserve Bank of India, Imphal. During the meeting, the representatives sought the following clarifications: | SN | Query | Reply | | 1 | Query was raised on the evaluation criteria. | Evaluation criteria was explained in detail informing that the Technical Bid and Financial Bid carries 60% and 40% weightage respectively. The formulae for calculation was also explained as follows:
- Technical Bid = Marks obtained * x 60/100
(*as per criteria provided in Sl. No. 8 of Part I, Section II of NIT) - Financial Bid = 40 x (Lowest Value)/(Quoted Value)
| | 2 | What are the various payments to be made? | It was clarified that the following payments must be made by the agencies in various stages of the process: - Earnest Money Deposit (EMD) is to be deposited by all bidders on or before June 9, 2020 which will be refunded to all bidders unsuccessful in the Technical Bid.
- Performance Bank Guarantee (PBG) is to be deposited by the Agency/ Vendor successful in the Financial Bid which will be refunded on expiry/ termination of the contract.
- Registration on MSTC portal is free of cost whereas the Agency/ Vendor will have to pay a non-refundable “Transaction Fee” as advised by M/s MSTC Ltd. after which they will have access to online e-tender.
