Design, Supply, Installation, Testing and Commissioning of grid interactive SPV based Solar Power System for Bank's Amar Office Building at Mumbai

1. Sealed tenders in two parts are invited for - Supply, Installation, Testing and Commissioning of 30 KVA Solar Grid interactive power plant in Amar Building, Fort , MUMBAI. The estimated cost of the work is Rs. 27 Lakh and is to be completed within 2 months.

2.0. The tender forms will be issued to only those contractors who fullfill following criteria & furnish following information in writing along with supporting documents to satisfy the Bank about their eligibility for participating in the tendering process:

2.1. Contractors, should have minimum 5 years of experience in - Supply, Installation, Testing and Commissioning of 30 KVA or more than 30 KVA Solar Grid interactive power plant.

2.2. Should have successfully executed similar works during last 3 years ( ending March - 31,2015) as indicated below --

(i) Three works each costing not less than Rs.10,80,000/-
OR
(ii) Two works each costing not less Rs.13,50,000/-
OR
(iii) One work costing not less than Rs.21,60,000/-

2.3. Have a minimum yearly turnover of Rs.8,10,000/- for the last 3 consecutive years on March 2015.

2.4 Have a service set up in MUMBAI for rendering after sales service

(a) Composition of the firm Full particulars (whether contractor is an individual or a partnership firm or a company etc.) of the composition of the firm of contractors in details should be submitted alongwith the name(s) of the partners, copy of the Articles of association/power of Attorney/any other relevant document.
(b) Work experience and completion of similar works of specified value during the specified period Copies of the detailed work orders for the qualifying works indicating date of award, value of awarded work, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar works should be enclosed in proof of the work experience.
    The details alongwith documentary evidence of previous experience if any, of carrying out similar works for the Reserve Bank of India at any centre should also be given.
(c) Creditworthiness of the contractor and their turn over during the specified period. The latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three years.
(d) Name(s) and Address(es) of the Bankers and their present contract executives. Written information about the names and address of their bankers alongwith full details like names, postal addresses, e-main IDs, telephone (land and mobile) nos. fax nos. etc. of the contract executives (i.e. the persons who can be contacted at the office of their bankers by the Bank, in case it is so needed) should be furnished.
(e) Details of bank accounts Full particulars of their bank accounts,
(f) Name(s) and address(es) of the Clients and their present contract executives. Written information about the names and addresses of their clients alongwith full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos. fax nos. etc. of the contract executives (i.e. the persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be furnished.
(g) Details of completed works The client-wise names of work(s), year(s) of execution of work(s), awarded and actual costs (s) of executed work(s), compltion time stipulated in the contracts(s) and actual time taken to complete the work(s), names and full contact-details of the officers/ authorities/ departments under whom the work(s) was/were executed should be furnised.

3. In the event of intending tenderers' failure to satisfy the Bank, the Bank reserves the right to refuse issuance of tender/forms/documents to them.

Tender forms will be issued by Estate Office , Reserve Bank of India, Mumbai Regional Office, Main Office Building Sahid Bhagatsingh Road, MUMBAI 400 001 from 21.05.2015 to 05.06.2015 on Banks working days during 11.00A.M to 5.00 P.M. on weekdays (Monday to Friday) on a non-refundable payment of Rs. 500/- per set (in duplicate), by cash/Demand Draft favouring Reserve Bank of India payable at MUMBAI.

4. In case of downloaded documents from Bank’s website, the said non-refundable sum of Rs.500/- in the form of Demand Draft favouring Reserve Bank of India payable at MUMBAI alongwith all the information/documents, mentioned in para 3 above regarding fullfilling their eligibility for the work will have to be enclosed in a separate cover super scribing eligibility criteria for Supply, Installation, Testing and Commissioning of 30 KVA Solar Grid interactive power plant addressed by name to Shri S. Ramaswamy, Regional Director, Reserve Bank of India, Mumbai Regional Office MUMBAI and submitted to General Manager, Estate Office , Reserve Bank of India, MUMBAI upto 2.00 PM on or before 08.06.2015 for Bank's examination. After scrutiny,if the contractors are not found to possess the required eligibilty, their tenders will not be processed further. A pre-tender briefing meeting of the intending tenderers will be held at 11 AM on 08.06.2015 in Estate office to clarify any point/doubt raised in respect of the tender.

5. - Tender in prescribed form shall be submitted in two parts. Part –I tender will contain the Bank's standard technical and commercial conditions for the proposed work, tenderer's covering letter and the EMD of Rs.54,000/- in the form of irrevocable bank guarantee issued by scheduled bank in the Bank's standard proforma which is available in the tender form or a demand draft favouring Reserve Bank of India payable at MUMBAI and be sealed (in duplicate) in one cover, superscribing "Part-I of Tender for- Supply, Installation, Testing and Commissioning of 30 KVA Solar Grid interactive plant in Amar Building , MUMBAI“. Part–II of tender will contain no condition but tenderer's price bid only and be sealed (in duplicate)) in a separate cover, superscribing "Part–II of Tender for Supply, Installation, Testing and Commissioning of 30 KVA Solar Grid interactive plant in Amar Building , MUMBAI. Both these sealed covers will further be sealed in another envelope addressed by name to Shri S.Ramaswamy, Regional Director, Reserve Bank of India, MUMBAI.The duly filled in tender documents shall be received by the Estate Department, MUMBAI upto 2.00 PM on June 11 ,2015. Tenders received after the due date and time will not be accepted under any circumstance.

6. Part I of the tenders will be opened at 3.00 PM on June 11,2015 in the presence of the authorised representative of the tenderers who choose to be present. Part II of the tender will be opened on a subsequent date, which will be intimated to the tenderers in advance.

7. The Bank shall obtain reports on past performance of the tenderer from his clients and bankers. The Bank shall evaluate the said reports before opening of the Part II of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part I of the tender and his sealed cover containing Part II of the tender alongwith EMD shall be returned back to him as it is. The Bank is not bound to assign any reason for doing so.

8. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all the tenders without assigning any reason therefor.
