Minutes of Pre-Bid Meeting

Reserve Bank of India, Hyderabad invites e-Tender through MSTC for Supply, Installation, Testing and Commissioning of 500 KVA Diesel Generator set with Acoustic enclosure and AMF panel at Bank’s Main Office Building at RBI Hyderabad. The e-Tender along with the detailed tender notice is also available at the e-Tendering portal of MSTC Ltd (https://www.mstcecommerce.com/eprochome/rbi) under the menu “Tenders”.

2. All interested and eligible companies/firms (OEMs / Authorised dealers) must register themselves with MSTC through the above-mentioned website to participate in the tendering process.

4. Eligibility Criteria:

1. Only those OEMs/ Authorised dealers who have minimum 5 years’ experience (as on November 30, 2022) in the field of undertaking similar works viz. Supply, Installation, Testing and Commissioning of 500KVA or more capacity of DG set and associated works for the large office buildings/commercial premises/industrial houses etc. and have, during the last 5 years (works completed on or after November 30, 2017), executed successfully similar works individually costing as under

(a) Three works each costing not less than 40% of Rs 43 Lakh

Or

(b) Two works each costing not less than 50% of Rs 43 Lakh

Or

(c) One work costing not less than 80% of Rs 43 Lakh

and

(d) Have a minimum yearly turn-over of 100% of the Rs 43 Lakh during the last 3 financial years

and

(e) Have a complete service set up in Hyderabad/Secunderabad for rendering after sales service.

2. The following documents shall be prepared and scanned in different files (in PDF or JPEG format) and uploaded during the on-line submission of Bid. These documents shall also be submitted to RBI before the prescribed date & time for submission of Bids. The following relevant documents should be uploaded to satisfy the Bank about their eligibility for participating in the tendering process.

(a)

Composition of the firm Full particulars (whether contractor is an individual, or a partnership firm, or a company etc.,) of the composition of the firm of contractors in details should be uploaded along with name(s) and address (es), of the partner's copy of the Articles of Association/ Power of Attorney/ other relevant document.
(b) Work experience & Completion of similar works of specified value during the specified period Copies of the detailed work orders for the qualifying works indicating date of award, value of awarded work, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar nature of works i.e SITC of DG set should be enclosed in proof of the work experience. The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any center, should also be given.
(c) Credit worthiness of the contractor and their turnover during the specified period Copies of the Income Tax Clearance Certificates/Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be uploaded in proof of their creditworthiness and turnover for last three years.
(d) Name(s) and address(es) of the Bankers and their present contact executives Written Information about the names and addresses of their bankers along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos., etc. of the contact executives (i.e. the persons who can be contacted at the office of their bankers by the Bank, in case it is so needed) should be uploaded.
(e) Details of bank accounts Full particulars of their bank accounts, like account no., type, when opened etc., should be uploaded.
(f) Name(s) and address(es) of the Clients and their present contact executives Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos. etc., of the contact executives (i.e. the persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be uploaded.

Tenderers should upload the following documents in respect of fulfilling their eligibility with suitable file names as indicated.

  1. Copies of detailed work order indicating scope and value of works for indicating the experience.

  2. List of completed works with all the details as in the format of Annexure ‘A’

  3. Completion certificate obtained from the clients in prescribed format as per annexure ‘B’ for qualifying works

  4. Proof of remittance of EMD

  5. Banker’s Certificate as per Annexure ‘C’

  6. Audited financial statement for turnover for last 3 years (File name eg: FS1, FS2 etc.)

  7. Details of service setup- In the format of Annexure ‘D’

  8. Undertaking for no deviations proposed – As per Annexure ‘E’

  9. The particulars/Catalogues and the names of manufacturers of specified item.

  10. Details of Bankers as per Annexure ‘F’

  11. Copy of Power of Attorney as per Annexure ‘G’

  12. Technical details of proposed system as per Section VIII

  13. Any other information relevant to the proposed work

  14. Duly filled and Signed NEFT Mandate form as per Annexure ‘K’

Note (Regarding client certificate):

  • In respect of Government Departments/Public sector Undertakings/Autonomous bodies the work certificates should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank.
  • In respect of Departments other than Government Departments/Public sector Undertakings/Autonomous bodies apart from the certificates mentioned above, the corresponding TDS certificates matching with the payments related to the work executed shall also be uploaded.

Applications/tenders uploaded without the above certificates may be rejected. The Bank shall have the right to independently verify these certificates. Only tenderers who qualify as above will be eligible to tender for the work.

5. Only tenderers who qualify as above will be eligible. A tender submitted by a firm who is found to be not satisfying the above criteria will be liable for rejection.

6. The tender shall be opened in the presence of the authorised representatives of the tenderers who choose to be present at the time and place of opening of the tenders.

7. The Bank is not bound to accept the lowest tender and reserves the right to accept or reject either in full or in part any tender and also reserves the right to reject all the tenders without assigning any reason therefor.

8. Applicants intending to apply will have to satisfy the Bank by furnishing documentary evidence in support of their possessing required eligibility and in the event of their failure to do so, the Bank reserves the right to reject their candidature. Tenders without EMD will not be accepted under any circumstances.

9.Any amendments / corrigendum to the e-tender, if any, issued in future will only be notified on the RBI Website and MSTC Website and will not be published in the newspaper.
