Minutes of the Pre-Bid Meeting - Annual Maintenance Contract for providing Technical Attendant for Electrical Maintenance Work in Main Office Premises at RBI Bhubaneswar, Odisha

Pre-bid meeting for the captioned e-tender was held on August 12, 2022 at 11:00 AM in the VC Room, 2nd floor, RBI, Bhubaneswar, to discuss some clauses of the tender and to clarify queries, if any, raised by the interested empanelled vendors/ bidders. The meeting was attended by the following persons:

2. Discussions were held among the representatives of the Bank and Vendors, clarifications arrived thereof are tabulated below:

How to fill the Price-Bid MSTC Portal based Price-Bid Filling Process was explained to the bidders, which is illustrated below –

• Labour component (Header 1)

Grand total amount of all labour components excluding taxes i.e., [Wages of 02 Skilled Electricians] + [Employer Contribution of EPF at 13% and ESI at 3.25%]

• Non-Labour component (Header 2)

[Sum of Annual administrative charges, Annual overhauling charges, Profit margin, etc.] + [GST @ 18% on all the charges/ wages mentioned at Header 1 and 2 except for the Employer Contribution of EPF & ESI]

Conditions under which Financial Bid is liable to be rejected at the discretion of the Bank It was reiterated that quoting of zero rate or other such unreasonable rate (excluding GST) in the 2nd Header of the Price-Bid may attract rejection at the discretion of the Bank as this Header includes Annual administrative charges, Annual Overhauling charges, Profit margin, etc.
3. Clause 18 of Section-I Earnest Money Deposit (EMD) It was informed that only the successful bidder shall pay as Earnest Money Deposit a sum ₹14,620/- in accordance with the direction prescribed in the tender.
4. Clause 10(a) of Section-II Insurance Clause/ Indemnity to Employer It was informed to the bidders that successful bidder shall take insurance cover along with the ESIC for the engaged labours.
5. Clause 2 of the Section-III Manpower required to be deployed by the successful bidder Bidders were advised to adhere to the terms and conditions prescribed in the Clause 2 of Section-III as per which –
  • Skilled Electricians must possess the required certificate and experience

  • One rest day after continuous work of 6 days for every labour

  • Arrangement of alternative labour of same category in case of absence of regular labour

  • Deployed skilled labours are to be furnished with letter by the vendor which shall contain information regarding the conditions of his employment in the current work

In addition to this, bidders were advised to duly fill and submit the Curriculum Vitae of Key Staffs proposed for the captioned work (as per Annex-C) along with Part-I of the tender.
6. Clause 3 of the Section-III Scope of Work Bidders were advised to carefully read and understand the Scope of work before participating in the Tender.
7. Clause 6 of the Section-III Safety Code Bidders were advised to follow the safety code prescribed in the above section of the Tender. Further, DGM, Estate, described the importance of safety measures by citing the example of an unfortunate incident which happened at some other office of RBI.
8. Pre-Qualification criteria in general Pre-Qualification criteria It was reiterated that non-submission of the Pre-Qualification documents may result in rejection of the participation of the bidder. All the participants were cautioned to follow due diligence regarding the bidding system in MSTC.
9. Clause 2(b) of NOTICE INVITING e-TENDER [NIT] Challan for EPF/ ESIC Bidders were strictly advised to upload at least 2 months of ECR & Combined challan for EPF and Challan for ESIC along with their tender. It was also informed that no request shall be entertained on non-submission of the above required challans with the tender. However, the Bank, at its own discretion, may accept or reject the tender on basis of non-submission of the above requisite documents or even provide relief by giving some time to submit the documents, if not already submitted.

3. Further, bidders were advised to carefully undertake the bidding on the MSTC and ensure that they are registered on the MSTC Portal/ Website and are also allowed by the Bank to participate in the bid for the captioned tender. Bidders were asked to coordinate with MSTC Support Persons and Estate Department Officials if they face any issue while undertaking the bidding for the captioned e-Tender.

4. All the above-mentioned points were noted and agreed by the representative of the firms:

  1. These minutes of pre-bid meeting shall form the part of Bid document/ Agreement.

  2. Rest of the terms and conditions and specifications of the Bid document shall continue to remain same.

  3. The above clarifications are issued for the information for all the intending bidders.

  4. The submission of bid by the firm shall be construed to be in conformity to the Bid document and Amendments/ Clarifications given above.
