Minutes of pre-bid meeting - Service contract for Housekeeping and Catering Arrangements at (Reserve Bank of India) Visiting Officers’ Flat (VOF) situated at Raipur

In connection with tender No. RBI/Raipur/Estate/211/20-21/ET/300, which was floated on both MSTC and RBI’s website on November 18, 2020 for the captioned work, a Pre-bid meeting was conducted at 12:00 PM on December 3, 2020 at Conference Hall, Reserve Bank of India, Mahadev Ghat Road, Sundar Nagar, Raipur. The following members participated in the meeting –

Following queries/doubts were clarified, as mentioned below, in the meeting:

S. N. Query Clarification
1. Whether VoF Staff can be deployed for other work when there are no guests in VOF/VOF can be closed when there are no guests. It was clarified that, in terms of paragraph 2.6 (a) of Tender Document, the VoF shall be operational for all 365 days. VOF Staff cannot be deployed for any other work other than VOF duties.
2. Who will bear the cost of Raw Material for food items. It was clarified that, in terms of paragraph 2.1.2 (f) of Tender Document, the Agency shall be responsible for procurement of raw materials and ingredients. Further, in terms of paragraph 2.1.2 (a), charges for the food shall be borne by the employees/Guests.
3. Who will repair the electrical items. It was clarified that, repair of electrical equipments will be undertaken by the Bank. It was added that in terms of paragraph 2.1.3 (k) of Tender Document, the Agency shall ensure proper functioning of all systems in the VOF such as electrical, electronics, sanitary and water supply. In case of any complaints regarding plumbing/ electrical/ carpentry, etc., and/or need for replacement of any equipment, the Bank may be informed immediately.
4. Whether performance /client report is required if experience certificate is enclosed. It was clarified that, in terms of paragraph 1.1.1 (b) of prequalification criteria prescribed in the Tender Document, documentary evidence regarding relevant work experience during last three years shall be submitted along with the tender, without which tender is liable for rejection at the discretion of the Bank.

Further, in terms of paragraph 1.1.1 (c) of prequalification criteria prescribed in the Tender Document, details of clients and work/s awarded/performed need to be furnished as per Annexure – I of Tender Document. Further, Client/Performance Reports in client’s letterhead also need to be enclosed along with techno-commercial Bid.

The above should be read with the requirement of experience as illustrated in paragraph 1.1.1 (b) of Tender Document.
5. Whether all Tender needs to be signed and uploaded in MSTC portal. It was clarified that, as per paragraph 3 of Notice Inviting Tender, S.N. 1 of ‘Check List of Documents to be submitted’ and paragraph 3.3.1 (iv) of the Tender Document, all pages of the Tender document should be signed & stamped by the Bidder/authorized representative of the Bidder, without which, the tender may be considered invalid by the Bank at its discretion.
6. What will be the job profile of Supervisor. It was informed that the detailed job profile of supervisor is given in paragraph 2.1.1 of the Tender Document.
7. What is the procedure for visiting the VoF. It was informed that, in terms of paragraph 2.1.3 (a), VoF may be visited with prior intimation to the Office.
8. In case of weekly off of the persons deployed at VOF by the tenderer, how arrangement will be made. It was clarified that, in terms of paragraph 2.6 (a) & (d) of Tender Document, Bidders shall manage the weekly off of the personnel/provide reliver in such a way that sufficient manpower is available all the time (365 days) and in the event of any person deployed by the Agency being on leave/absent, the Agency shall ensure suitable alternative arrangement to make up for such absence.

Further, in terms of paragraph 3.3.2 (i) of Tender Document, the rates quoted by the Agency shall be inclusive of reliever charges. No extra amount will be paid for posting a reliever.
