However, the documents in hard copy are required. The same may be submitted in person or through speed post / courier.

But it must be received within the due date.

3 Is a signed and sealed copy of the Draft Contract Agreement (Form IV) required to be submitted on 15th July along with Bid documents or it is to be signed off when the consultants are empanelled. The Draft Contract Agreement (Form IV) will be executed at the time of the assignment of contract for conducting the Assessment Centres / Development Centres.
4 Due to prevailing circumstances, if client’s approval to submit confidential documents like work order can’t be received. Can “completion certificate” or “invoice copy” be submitted as proof of work? Yes, the Completion Certificate should be on the letterhead of the Client.
5 Would digitally signed documents be considered as valid, as physical signatures by signing authority is not possible due to current circumstances. In respect of tender documents, physical signatures are required,
6 Elaboration required on

a) “RFE - Page 27 Point E Tools & Instruments of ACs - The inter-rater reliability data on simulations / CBI / BEI should also be shared”

b) “RFE - Page 27 Point F Criteria for Selection of Tools. Details of measurement criteria and measurement scales should be available with the instruments”

and does this need to be submitted along with 15th July Bid document



These are not required to be submitted along with the bid document.
7 Is Letter of Authorization required if the Founder Director signs the response documents? In case of a company, board resolution authorising the signatory is required.
8 Audited financials for FY 2019-20 are not available. What should be done? You may send the provisional copy of Balance Sheet duly certified by CA for the year 2019-20.
9 Assessment/Development Centres is among one of our offerings, can we submit a self-declaration with regards to the turnover specific to AC - DC services? The estimated turnover of the AC/DC projects as certified by the Chartered Accountant in his letter head may be submitted.
10 What details regarding the consulting assignments are expected in the list to be submitted for the total number of Assessment / Development Centre handled by the Assessors (at least 6 persons) proposed for the assignment? Consulting Assignments related to Conducting of Assessment / Development Centres.
11 We are not registered under the Employee State Insurance Act as we don’t fall under the criteria. What should be done? In case you are not registered under ESI Act, declaration to that effect may be submitted.
12 For the number of assessors on the roll and their years of experience, can this be provided on the by the company itself on the company’s letterhead. Yes, the document can be provided on the Company’s Letterhead.
13 Technical Evaluation Matrix

a) Average turnover of the last three FY: IS the average to be calculated is for the last 3 FY collectively or the average turnover of last three FY individually is to be considered?

b) Experience in execution of similar contracts i.e. providing AC services in PSU / reputed Multi-National Companies in the year ending March 2020: Do we have to include only those contracts which were executed with organisations having an annual turnover of at least Rs.500 Crore in last 5 years? Contracts which are being executed currently can be included?

c) Number of Assessors on the rolls of the consultant with industry experience of at least 15 years out of which recent 5 years should be as assessor in a reputed firm engaged in running ACs: Do we include only those assessors that have the experience of having assessed at least 100 participants in ACs, and possess necessary professional certifications from an academic institution / HR consultant / firm engaged in running ACs.

d) Number of executed AC contracts greater than Rs.60 Lakhs in the year ending March 2019: Do we have to include only those contracts which are executed with organisations having an annual turnover of at least Rs.500 Crore in last 5 years?
Please submit AC / DC Services turnover for each year separately.

PLEASE indicate those contracts for AC / DC services with entities enumerated at Para 6.3 sub clause b.


Yes, you can include the contracts that are under execution provided the agreement was signed during April 1, 2019, to March 31, 2020. Necessary proof in this regard may be submitted.



Please include the list of those assessors who have experience of assessing at least 100 participants in Assessment Centres and possess necessary professional experience.




You may include eligible contracts more than Rs.60 Lakhs executed during the year from April 1, 2019, to March 31, 2020. You may also include contracts signed during the said period.
14 Technical Bid and Eligibility Criteria are to be submitted in different envelopes? You can submit both documents in the same envelope.
