In terms of Schedule of Tender of Part-I of the tender document on the captioned subject, a Pre-bid meeting was held on March 13, 2020 at 3:00 P.M. in Meeting Room, 4th Floor, Estate Department, Reserve Bank of India, Ahmedabad-380014.

3. Various queries were raised by the participants during the meeting and were addressed. The issues raised by them regarding the Technical and Commercial Specifications and other Terms and Conditions, Schedule of quantity, Price bid were clarified/noted. The clarifications to the points raised by the vendors are furnished in the Annex.- A.

The queries raised by the vendors and their clarifications are furnished as under:

1 Point 18 of Section-X of the Tender document. It was pointed out by all participants present in the meeting that in order to achieve 60% water retention as desired by the Bank, TDS level of output water from most RO units available as on date in the market, may soar as high as 600 mg/L which renders the output water unfit for drinking. As of now, RO’s available in the market achieve at most 30% water retention (70% reject water). Based on the discussion and inputs received from participants unanimously for minimum water retention issue, the Bank has agreed to modify the point no. 18 of section X of the Tender document as follows:

2 Clause 3.1.2 of Section-III of the Tender Document Whether work experience in supply and installation industrial ROs, be counted for the tender? No, the previous work experience in supply and installation of Domestic ROs will only be considered.
3 Clause 3.5.2 of Section-III of the Tender Document Can a dealer bid in its own name or as an agent on behalf of its Original Equipment Manufacturer? The Original Equipment Manufacturer (OEM) or its authorized dealer can bid both in individual capacity as well as on behalf of Original Equipment Manufacturer (OEM) provided he has the necessary authorization certificate from OEM. In addition, Authorized dealer has to provide undertaking from OEM for product and maintenance support for service life of the product i.e. minimum 6 years from the date of virtual completion of the captioned work. The format for the authorization letter and maintenance undertaking is attached herewith as ANNEXURE – “G” and a duly filled and signed scanned copy of the same has to be uploaded along with Part-1 of the tender.
4 Clause 3.1.2 of Section-III of the Tender Document Whether the Work experience in private or Govt. organizations will be enough to be eligible for participating in the Tender? Yes, the work experience in government as well as private organizations will be considered for the purpose. In case of private organization, the bidder needs to submit payment advice and TDS challans to be eligible for participating in the tender.
5 Clause 3.24 of Section-III of the Tender Document and Commercial Conditions at Sr no.-6 of Section VII of the Tender Document Whether the bid should include maintenance cost as well. As per part -II of the Tender document, there is a separate column for quoting the Annual Maintenance Contract charges apart from quoting cost for supply of ROs and rebate for dismantling existing ROs.
6 Technical Checklist at Sr. no. 14 of Section X of the Tender Document Whether ISI certification or any other standard certification for the product necessary? Yes, the ISI certification or International accredited certificates for the product are necessary to be able to participate in the tender.
7 Para 3.1.2 of Section III of the Tender Document Whether experience of 5 years in the business mandatory? Yes, the bidders participating in the tender must have 5 years of experience.
8 Para 3.1.2 point (4) of Section III of the Tender Document Which types of certificates are to be uploaded in MSTC portal? The certificates related to work experience, EMD receipt, work orders, client certificates, Bankers’ certificate and OEM’s Letter of Authorization, and any other document required as per tender.
9 CAMC clause 3.18 of Section-III of the Tender Document The Participants enquired about how Annual Maintenance Contract (AMC)/Maintenance Contract will be renewed? AMC shall be renewed for a further additional period of at least 5 years after one-year warranty period (DLP). The annual renewal of AMC will be as per the conditions laid in clause 3.18 of Section-III of the Tender Document.
10 Para 3.1.2 of Section III of the Tender Document The Participants enquired that if they have supplied the ROs to Non-public sector/Non-Government organizations, whether it will be considered as an experience? Yes, it will be considered as an experience after scrutiny of the same with reference to eligibility criteria and as per terms and conditions of the Tender Document.
11 Technical Checklist at Sr. no. 17 of Section X of the Tender Document The participants enquired about the minimum TDS level for treated water and input water? The minimum TDS level for input water is 1000±200 mg/L and for treated water it is minimum 150 mg/L respectively.
12 Technical Specifications para 9.5 of Section IX of the Tender Document The participants asked whether it is mandatory to have user enabled TDS controller or not? Yes, the ROs must have user enabled TDS controller.
13 3.18 of Section III of the Tender Document How penalty will be levied during the CAMC period? The penalty amount shall be arrived at as specified in Section-III Clause 3.18 of the tender.
14 Clause 3.24 of Section-III of the Tender Document How L1 will be Evaluated? The L1 will be evaluated based on Total Cost of Ownership (TCO), which shall be arrived at after taking into account rates quoted for all three items of part –II (price bid) of the tender, as per given formula in Part-II of the tender.

4. This document of Pre-Bid Meeting shall form a part of the tender and a duly signed & stamped copy of the same has to be uploaded by the bidder along with Part-I of the tender. Any bid received without a duly signed and stamped copy of this document shall be rejected
