Minutes of pre-bid meeting - Catering and Pantry Services for Officer’s Lounge and Dining Rooms at offices of the Reserve Bank of India located at Byculla, Bandra-Kurla Complex, Belapur and Cuffe Parade (WTC), etc. Mumbai

Corrigendum

Pre-bid meeting of the intending tenderers for the captioned tender was held at 11:30 AM on February 17, 2020 in the New Conference Room of Main Office Building. The purpose of the meeting was to clarify any point/doubt raised by the bidders in respect of the tender. List of participants is given in Annex A.

2. The queries raised and the explanations provided are detailed below;

1 The bidders felt that margin of +/- 20 % for shortage of food as given in the scope of work is bit high for imposition of penalty of Rs.5000 per occasion and requested for a lower threshold.

Margin of +/- 20 % as given in the scope of work would be reduced to +/- 5 %.
2 The bidders wanted to know about number of days in a month for which the services would be required and whether salary of the staff would be paid by the Bank? It was informed that services are to be provided on all working days of the Bank (i.e. five days/week) or any other day as identified by the Bank and the cost to be quoted by the bidder would be inclusive of all costs, including salaries of the staff who would be on the contractor’s payroll.
3 Going by the number of lunches required at Belapur OLDR, the bidders stated that the number of staff requirements are high for Belapur office. They inquired whether deployment of less number of staff at Belapur will invoke penalty. It was informed that the number of staff is based on tea / meeting services required in Belapur office. However, in view of less requirement of lunch in this OLDR, requirement of cooks would be reduced.
4 The bidders wanted to know if experience in catering /servicing in institutions other than government offices is acceptable. It was informed that experience in government as well as private establishment will be considered for evaluation.
5 Since WTC OLDR kitchen is not functional, bidders wanted to know whether food for WTC OLDR can be cooked at Byculla OLDR (which is the nearest kitchen) and supplied at WTC? It was informed that the bidders may carry out a site visit of Byculla OLDR and check the feasibility of this proposal
6 The bidders wanted to know if the menu at all four OLDRs would be uniform. It was informed that the menu would be decided separately at all four OLDRs depending on the local requirements, in consultation with the Lounge Supervisor.
7 The bidders wanted to know the details of kitchen equipment available at the OLDRs It was informed that the items can be verified at the time of site visit by the bidders and a detailed list will be provided at the time of signing the Agreement.
8 The bidders requested for contact number and address of the authorised personnel at the respective OLDRs for facilitating the site visit/ making related enquiries. The details would be indicated in the corrigendum to be issued on RBI website and MSTC portal.
9 The bidders enquired about the clause in the Tender regarding cancellation of special lunches, high tea, where the cost would be borne by the contractor. It was clarified that a day’s notice would be given for such cancellations.
10 The bidders wanted to know the method to track
a) The number of tea /coffee served in the cabins.
b) The number of tea /coffee served to officers and staff at their desks
It was informed that a mechanism would be devised to ensure total number of tea /coffee consumed in a day as given in the scope of work under;
a) In case of cabins, the caterer would maintain a register for tea /coffee served in cabins on a daily basis
b) The caterer will bill for serving tea / coffee two times a day to officers and staff at their desks. A separate record may be maintained for tea /coffee served additionally.
