Minutes of the Pre-Bid meeting - Design, Development and Maintenance of Microsite for Bank Notes

The pre-bid meeting for the RFP issued on Design, Development and Maintenance of Microsite for Bank Notes was conducted in Conference Hall at Department of Currency Management on 31.01.2020 at 11.00 AM.


Annex A

Sl. No Queries raised by firm’s representative Clarification issued by RBI, DCM, CO
1. For the quiz mentioned in the games section, will the bank of 150 questions, their levels and their answers be provided by RBI? Or, do we need to identify the questions and their hardship levels? The question bank and the segregation of questions on the basis of levels (Beginner/ Advance/ Expert) will be provided by RBI.
2. For the jigsaw puzzle, will the images to be used be provided or identified by RBI? The images of Notes and Motifs which will be used in the Jigsaw Puzzle, will be suggested and developed by the Vendor.
3. For the spygame, will the list of features that need to be incorporated in the game, be provided? Yes
4. The timeline set for the development (T+20 for process and system study, T+90 for Design and build, including technical documentation and sample test data) seems to be very much aggressive. Therefore, the penalties that are being proposed are too harsh. While we will do our best to meet the timelines, can we do away with the proposed penalties? Alternatively, we request you to kindly relax the time lines. There is no change to this clause.
5. How much assurance of getting other business along with this project This RFP is for Design, Development and Maintenance of Microsite for Bank Notes
6. If we qualify the technical bid can get in to direct agreement Please refer to RFP Clause 6.
7. Can we participate under 2/3 in-house agencies The query is not clear. However, you may refer to RFP Clause 6 with regards to Prime Bidder.
8. Are icons needed only for Menu items or icons are required for other items as well? Any estimation on number of total icons required The minimum expectation is that the icons should cover all the menu items. The bidder is free to propose other aspects where icons can also be utilized.
9. An Example of interactive icons with animations would be helpful Bidders are encouraged to come up with innovative solutions to make the icons interactive and visually appealing.
10. Will voiceover and subtitles be dependent on language selected by User Yes
11. Do we need to store results of Quiz or they just needs to be displayed Please refer to RFP Clause 2.3 Point 4.6 (i), The reseult are not to be stored
12. Do we need to store results of puzzle or they just needs to be displayed Please refer to RFP Clause 2.3 Point 4.6 (ii), The reseult are not to be stored
13. Are these the same features as mentioned in section 4.2.c Security Features Yes
14. Are the videos in Section 4.2.c different from 5.2.ii, how many total videos will be there, how many different versions are required? No, the videos are the same. Please refer RFP Clause 2.3, Point 5.2.
15. Is RBI suggesting that videos will be hosted on youtube and the links will be associated on microsite r that is another communication channel and videos will be hosted on Microsite The videos will be hosted in Youtube and the embed link of the video will be provided in the microsite.

The video will also be hosted in RBI database and the same will be referred for traffic, for whom Youtube is not accessible.
16. High Quality loading of pictures might take time. Bidders are encouraged to come up with innovative solutions to enhance user experience without compromising on quality.
17. Response time also depends on infrastructure provided and sizing parameters, what are the sizing parameters like concurrent users Necessary details will be provided after the award of contract
18. Are points 11 and 24 same or there is any difference Both the points are same.
19. What are timelines to get a Test environment Necessary details will be provided after the award of contract
20. What are locations for travel to various DCs The details will be shared with selected vendor.
21. What is definition of large and small screen The UI and UX of the microsite shall be compatible across all devices like desktops, laptops, mobiles, tablet, TV etc.
22. What are expected concurrent users on this site Expected concurrent users are 600. Bidder has to come up with the scalable solution.
23. Who is responsible for VA-PT, in which environment is it planned. Delay in VA-PT might delay go live date so what are provisions Please refer to RFP Clause 3.7 & 3.10
24. SAST and DAST report are required on which environment The SAST and DAST reports are required on Production environment as a part of VAPT process. The application will be promoted for Go-Live only after the successful completion of VAPT.
25. Timelines are short as UAT and Production environment takes little longer There is no change to this clause.
26. IT infrastructure details can be provided only once we have understanding of Concurrent Users Necessary details will be provided after the award of contract
27. For how long will the test environment be provided and for how long resources are required onsite Test Environment will be available throughout the project period. Please refer to RFP Clause 3.4, 3.5 & 3.11
28. Is it expected to use automation tool or it relates to anything else Yes
29. SIT to be done in Bank premise or Vendor's premise SIT will be done in Vendor premises. The Vendor has to share the SIT reports with RBI. RBI may asked the third party to be a part of the SIT Testing.
30. Is Startup and MSME registered Companies are Exempted from this Criteria. No, Startup & MSME registered companies will not be exempted from criteria. Please refer to RFP Clause 6.3
31. How would you Evaluate DIPP and MSME registered Companies Please refer to RFP Clause 6.3
32. Will the bank provide all the software licenses which will installed on the Data Center? Please refer to RFP Clause 4.2, 2.5, 2.4
33. Will the bank also provide Disaster Recovery centre as well Yes
34. Do we have to develop the website only in suggested technologies or in the suggested framework by the bank { We can suggest the PHP 5.5 along with the MVC architecture } Please refer to RFP Clause 2.4
35. Who are the target audience of the website? Please refer to RFP Clause 3.1. The purpose is to impart information on Bank Notes to the members of the public across all age groups.
36. Whether the suggested games can be further improved? The basic concept of the game will remain the same. However, the bidders can suggest further improvement.
37. Who will decide the entity for Third Party Testing? The decision will lie with Reserve Bank of India
