Corrigendum

Reserve Bank of India, CBD Belapur, Navi Mumbai has floated a e-tender on January 24, 2020 on the Bank’s website and MSTC e-portal inviting bids through e-tendering process from eligible bidders for the contract for the period from April 01, 2020 to March 31, 2021 for Supply of Sufficient Number of Fully Covered Container Trucks/Vehicles for Transportation of Bank Notes.

2. As per the schedule of the tender, as mentioned in Section-I of the tender document, a pre-bid meeting was held on January 29, 2020 at Reserve Bank of India, Old Conference Room, 2nd Floor Sector-10, H. H. Nirmaladevi Marg, CBD Belapur, Navi Mumbai- 400614. Representatives from five (5) firms attended the said meeting.

3. The queries raised by the representatives of the participating firms, relevant paras/clauses in the tender document and the clarifications issued by RBI, Belapur are as under:

(i) It has been stated in the tender document that the vehicles supplied by the contractor shall be less than 10 years old and must be roadworthy and in good condition whereas the vehicle should be less than 8 years old for entering the municipal corporation of metro cities. Section III- SI.No. (xiii) under ‘Duties of the Contractor’ states that “vehicles supplied by the contractor shall be less than 10 years old and must be road worthy and in good condition”

It has been stated under “Compliance with Statutes” in Section III of the tender document that “The contractor(s) shall abide by all the relevant laws in force in the country and state(s) concerned. The contractor shall indemnify the Bank from the types of legal implications due to any negligence on their part and for which the Bank is not responsible”.

i. The contractor shall abide by the provisions of the Motor Vehicle Acts and the rules of the states in force in the states concerned”.

(ii)

It has been stated in the tender document that the tenderers must have minimum five years of experience in undertaking similar work.

Query

What document the tenderers needs to submit for highlighting their work experience in similar work undertaken?

Section II- SI.No. (3.1.i) under ‘Eligibility Criteria’ states that the tenderers must be experienced, resourceful, financially sound and licensed entity (company/partnership/proprietary firm, etc.) having:

Minimum five years of experience in undertaking similar work.

The tenderer may submit an ‘Experience Certificate’ on the letter head of the employer/organization, he/she has worked with in the past, along with substantial evidence such as Certified Audited reports/ Authenticated bills, etc. to highlight their years of experience in undertaking similar work in the above organization.
(iii) Whether Detention charges is applicable for the vehicle while in transit carrying the outward remittances from RBI, Belapur to CCs and inward remittances from CCs to RBI, Belapur? As mentioned under Part II -Para III, Note (b) and (c) states that the tenderer is required to quote the rate for “Detention charges of Vehicles, if requisitioned earlier, beyond office hour for the reasons beyond the control of the Management of the Bank”. (a) Detention charges will be applicable for detention of the vehicles in the office premises of RBI, Belapur only for the reasons spelt out under Part-II - para (III) of tender document.
(b) No detention charges will be paid for the vehicles while in transit carrying the outward remittances from RBI, Belapur to CCs and also inward remittances from CCs to RBI, Belapur.
(iv) How the hire charges of vehicle will be calculated in case the Bank employs the vehicles for transporting outward remittances from RBI, Belapur to Currency Chests (CCs) and inward remittance in the same vehicle from the CCs to RBI, Belapur? Whether the amount will be calculated separately in terms of the rate upto 200 Kms plus rate applicable per Km for the distance covered beyond 200 Kms for outward remittance and also for the inward remittance or in terms of the rate applicable upto 200 Kms plus the rate applicable per Km for the distance covered beyond 200 Kms taking into account both the outward and inward remittances in all? Part II - Para II states that the tenderer is required to quote the rates for “Fully covered container trucks/vehicle hire charges from RBI, Belapur to the currency chests located under its jurisdiction and any other place in the States of Maharashtra and Goa and vice versa: Sl. No. (i) Upto the distance of 200 Kms (Lump sum amount) and Beyond 200 Kms (rate per additional Km.)”. The total distance covered in during the outward remittance from RBI, Belapur to Currency Chests (CCs) and inward remittance in the same vehicle from the CCs to RBI, Belapur, if required, will be treated as single trip and the hire charges will be calculated accordingly i.e. hire charges will be lump sum amount for 200 Kms plus the amount calculated for the distance covered beyond 200 Kms at the per Km rate for the entire journey (i.e. outward and inward) of the vehicle. This will be applicable only when The Bank deploys the vehicle for both outward and inward remittances in the same remittance plan. In case of the vehicle being deployed by the Bank for outward remittance only from RBI, Belapur to CC, the distance covered from RBI, Belapur to CC only will be taken into account for payment of the vehicle hire charges by the Bank
(v) Whether the rates quoted by the tenderers shall be inclusive of all applicable taxes, if any Part II - Para III- Note (a) states that “The quoted rates shall be inclusive of all applicable taxes, if any”. Part II - Para III- Note (a) under the Financial Bid of the tender document clearly states “The quoted rates shall be inclusive of all applicable taxes, if any.
(vi) The tenderers enquired about the disqualification clause/termination/penalty related conditions Part I-Section III- Points i to vi of Disqualification/Termination/Penalty. Part I-Section III- Points i to vi under Disqualification/Termination/Penalty thoroughly explains the conditions for disqualification clause/termination/penalty under various scenarios and the same were clearly explained to the tenderers.
(vii) The tenderers enquired about the methodology for calculation of L1 Rate The methodology for calculation of L1 Rate has been stated under Evaluation of Financial Bid in Part II of tender document. The methodology for calculation of L1 Rate was clarified to the tenderers by thoroughly explaining the example mentioned under Methodology for calculation of L1 Rate in Part II of tender document.
