Minutes of Pre-bid meeting - Annual Service Contract for Providing Security Service Personnel (Security Guards/Supervisor) at RBI Bengaluru and Bank’s Staff Colonies

Pre-Bid Meeting for the captioned Tender commenced at 1520 hrs on January 16, 2020 at Conference Room, RBI, Bengaluru. The list of officials from the Bank and representatives of Security Services firms who were present for the pre-bid meeting is given at the Annexure-I.

2. The following points were discussed during the meeting:

Sl No. Query Clarification
(a) Representative from Bombay Intelligent Security asked about the role of Security Supervisor. It was clarified that the Security Supervisors is expected to be trained in the security services and should be able to address security issues and act as a medium between the Bank Security Officials and Management of the firm and implement the orders in efficient and timely manner. Details on the scope of work can be referred in the Tender Document.
(b) Representative from Secured Security Services enquired about training of Security Guards. It was clarified that all Security Guards deployed should have undergone adequate training as per the standard norms of PSARA guidelines. Please refer Para 3.6 of General Instruction to Bidders.
(c) Representative from First Man Management enquired about Experience Certificate It was clarified that Security Agencies shall declare the details of their current clients as per the format given in the Tender Document (Annex XIII and Annex XIV in the Agency’s official letterhead) the forms shall be signed by the authorised signatory of the Agency. Certificate from the existing clients shall be obtained as per Annex-X (in client’s official letterhead) of the Tender Document. Security Agencies are requested to refer the details of eligibility criteria and details of experience as per Para 3 of General Instructions to the bidders.
(d) Enquiry about Solvency Certificate. It was clarified that Agency may provide Solvency Certificate worth a value matching with the contract value. The same may be obtained from any PSU Bank, Private Commercial Bank or Co-operative Bank in their official letterhead. Scanned copy of the Certificate Self attested by authorised signatory of the Agency may be uploaded at MSTC.
(e) EMD Exemption It was clarified that Security Agencies with valid MSME certificates are exempted from payment of EMD. Scanned copy of the certificate self-attested by authorised signatory of the Agency may be uploaded at MSTC.
(f) Rate Break Up: Security Agencies requested the Bank to provide break up of all the components of statutory charges Provided at Annexure-II
(g) Labour Welfare Fund Since it is only one-time expenditure per year of small amount the same may be absorbed by Agencies in their service charges.
(h) National Holiday Payment for 10 National Holidays per year may be charged.
(i) Changes in the minimum wages, VDA and other statutory requirements It was clarified that as and when the minimum wages are revised by the Government of India, the Agency has to notify the Bank and the same will be reimbursed by the Bank.
(j) Issues regarding Labour License It was clarified that the Security Agency shall be in possession of a valid labour license from the Controlling Authority of the State as per PSARA Act or by the Ministry of Home Affairs, Government of India.
(k) Applying in MSTC It was clarified that Security Agencies should apply for Tender in the MSTC Website only. The instructions in this regard has been incorporated in the Tender Document. For more details agencies may refer MSTC website.
(l) Visit to Site It was clarified that during the scrutiny process of the documents submitted by the Agencies, a team from the Bank may visit the company or the clients to assess the standard of services, adherence to the statutory norms, training facilities, availability of general infrastructure, etc.

All above points are noted and agreed by the firm.

a. These minutes of pre-bid meeting shall form the part of bid document/Agreement. It was agreed that the clarifications will be uploaded at RBI website on the ensuing Tuesday.

b. Rest of the terms and conditions and specifications of the bid document shall continue to remain same

c. The above amendments/ clarifications are issued for the information for all the intending bidders.

d. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.

Statutory Components of Minimum Wages

Note: 1. The vendor/agency shall make payment of bonus to the eligible security guards and security supervisors as per the Bonus Act 1965 (as amended vide Payment of Bonus (Amendment) Act 2015). The bidder shall claim reimbursement of the bonus paid once a year along with the documentary evidence of payments made i.e. Bank Statements/NEFT file duly stamped by the paying banker. The bidder shall not be eligible to claim any service charges on the payment of bonus.

2. In case the rate quoted in rows (a) to (f) are less than statutory requirements, the bid shall be summarily disqualified.

3. The contractor shall submit copy of the latest circular published by the competent authority in support of the minimum statutory requirements.
