Minutes of Pre-bid meeting - Maintenance Contract for daily cleaning of Washrooms/Toilets located in non-security areas of Main Office Building, Annex Building and surrounding area of RBI, Bhubaneswar

Tender No:- RBI/Bhubaneswar/HRMD/37/19-20/ET/167

As per the Schedule, a Pre-Bid meeting for the captioned tender was organized by HRMD, RBI, Bhubaneswar on Novemeber 21, 2019 at 11:00 AM in VC Room, 1st Floor, RBI, Bhubaneswar to clarify the queries of the prospective bidders.

The pre-bid meeting was attended by the representatives of following vendors:

1. M/s Herald Manpower & Placement Service.

2. M/s G.C. Behera

On behalf of Reserve Bank of India, Bhubaneswar, the following officials were present:

1. Shri T.K. Mahapatra, Assistant General Manager, HRMD

2. Shri Avinash Chandaluri, Assistant Manager, HRMD

3. Shri Debasish Behera, Assistant, HRMD

The meeting was conducted to brief the bidders about the tender conditions, clarify any queries thereof and to sensitize them about how to submit e-Tenders on RBI portal of MSTC website. Further to the discussions held with the tenderers, clarifications arrived thereof are indicated as under.

S. No. Questions raised by firm’s representative Clarification given by the Bank
1 Vendor raised query regarding submission of Solvency certificate as indicated in Section C, Sno.2 under Eligibility/Pre-Qualification Criteria of Part-I of Tender Document. It was clarified that Solvency Certificate or Bank statement(of last three months) from the bank where the account is maintained, is to be furnished.
2 Vendor raised query regarding details of Bank Accounts 1. It was clarified that full particulars of the bank accounts, to which payments will be made, like the bank branch address, IFSC Code, account number, account type etc., should be submitted.
2. All payments should be disbursed electronically through ECS/NEFT.
3 Vendor raised query regarding applicable tax registrations(TIN, PAN, GST etc.) It was clarified that GST registration details, in addition to it all other relevant registration certificates are to be submitted as indicated Section C, Sno.5 under Eligibility/Pre-Qualification Criteria of Part-I of Tender Document.
4 Clarification was sought regarding Composition of the firm. 1. It was clarified that full particulars should be submitted indicating whether the Contractor is an individual, partnership firm, or a company etc.
2. During the contract period, in the event of death of an individual who holds exclusive rights for business transactions as a sole proprietor, the contract with such proprietorship firm shall be void.
5 Vendor raised queries on minimum wages and cost of cleaning materials. 1. It was clarified that the contractor has to comply with all the provisions of the Payment of Wages Act, 1936, Minimum Wages Act, 1948, Contract Labour(Regulation and Abolition) Act, 1970 or any other labour law/statute in force in this regard.
2. It was clarified that the Bank shall not compromise with the quality of cleaning materials.

• All above points are noted and agreed by the firm.

  1. These minutes of pre-bid meeting shall form the part of bid document/Agreement

  2. Rest of the terms and conditions and specifications of the bid document shall continue to remain same

  3. The above amendments/ clarifications are issued for the information for all the intending bidders.

  4. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above
