Corrigendum - Digitization of old archival records (paper format) at the Reserve Bank of India Archives, College of Agricultural Banking (CAB), Reserve Bank of India, University Road, Pune

The pre-bid meeting of the captioned tender was held on November 1, 2019 at 11.00 hrs. at Chenab Conference Hall, College of Agricultural Banking, Reserve Bank of India, University Road, Pune. The queries raised and the clarifications given during the Pre-Bid meeting are given below:

1. How old are documents that needs to be digitized? Please refer to paragraph No. 3.1 (iv) of the Tender Document wherein it is specified that the old records kept in RBI Archives are very old. It is clarified that some of the documents dates back to the year 1935 onwards.
2. What are the size of documents to be digitized? For size of the document please refer paragraph No. 4.7 (iii) of the Tender Document wherein it has been mentioned that the documents to be digitized are in A4 size and legal size. However, the size of the documents may vary from Postcard size to A0 size.
3. In which formats the data to be submitted after digitization? As mentioned in paragraph No. 3.1 (viii) to (xi) of the Tender Document the Bidder will provide 3 types of formats of data i.e. Uncompressed Tagged Image Format File(TIFF) of each page, Multipage PDF/A and Access Quality PDF of the entire file. RBI Archives will provide a tabular format which is to be filled up and submitted by the Successful Bidder along with the digitized data.
4. Should Annual Turnover (Rs.40 lakh) of the firm includes only digitization work or other activities? Please refer to item No. 3 of paragraph No. 2 (at page 7 of the Tender Document) read with item No. 2 of check list of the documents to be submitted by the Bidder (at page 33 of the Tender Document). Since the Tender is for digitization work the turnover of Rs.40 lakh should be for digitization work only. It will not include turnover from other activities. A certificate from Chartered Accountant in this regard needs to be submitted by the Bidder along with the Bid.
5. Can the proof of having CCD / CIS / CMOS / PMT or equivalent equipment be relaxed and the Bidder be permitted to procure the desired equipment on hire basis, if awarded the digitization work? In this regard please refer to item no 5 of paragraph no. 2 – relating to Pre-qualification criteria of the Tender Document where in it is mentioned that

“The Bidder should submit proof of having CCD / CIS / CMOS / PMT or equivalent scanning equipment along with the tender document otherwise the tender will not be accepted”.

Corrigendum:

“The Bidder should submit proof of having CCD / CIS / CMOS / PMT or equivalent scanning equipment along with the tender document otherwise the tender will not be accepted. If the Bidder doesn’t have the specific equipment, the Bidder should submit on their letter head an undertaking to the effect that they would digitize the records by using any of the specified scanning equipment mentioned in the Tender Document along with documentary evidence of having used the specified scanning equipment for executing digitization projects including agreement in support of hiring of such scanning equipment in the past”.
6. Item No. 6 of the Check list With reference to paragraph No. 5 of the above and item No. 6 of the Check List is also revised as follows:

As per the Tender Document:

“Documentary evidence in support of having CCD / CIS / CMOS / PMT or equivalent scanning equipment”.

Corrigendum:

“The Bidder should submit proof of having CCD / CIS / CMOS / PMT or equivalent scanning equipment along with the tender document otherwise the tender will not be accepted. If the Bidder doesn’t have the specific equipment, the Bidder should submit on their letter head an undertaking to the effect that they would digitize the records by using any of the specified scanning equipment mentioned in the Tender Document along with documentary evidence of having used the specified scanning equipment for executing digitization projects including agreement in support of hiring of such scanning equipment in the past”.

Note: The above clarifications shall form part of the captioned Tender Document (Part – I). Rest of the terms and conditions and specifications of the Tender document shall continue to remain same.
