Design Supply Installation Testing & Commissioning (Dsitc) of Compact Sewerage Treatment Plant for Main Office Building, RBI, Bhopal

1. Reserve Bank of India, Bhopal invites two part tenders from eligible vendors/contractors for Design, Supply, Installation, Testing and Commissioning (DSITC) of Compact Sewerage Treatment Plant at its Main office building located in Bhopal. The work is estimated to cost Rs. 6.0 Lakh all inclusive taxes.

2. All the Pre-Qualification papers along with EMD shall be submitted to this office along with part-I of the tender.

3. The EMD of Rs. 12,000/- may be remitted through NEFT/BG and documentary evidence in support of remittance shall be submitted in sealed cover addressed to The Regional Director, Estate Department, 5th Floor, Reserve Bank of India, Bhopal - 462011 so as to reach up to 2:00 PM on October 18, 2019 superscripted as “EMD for DSITC of Compact sewerage Treatment Plant for Main Office Building, RBI at Bhopal”.

4. Tenders will be available for viewing/download from 11.00 AM on September 11, 2019 from the website www.rbi.org.in

Pre-qualification criteria :

5. Past Experience: The intending tenderer must have 5 years of experience in similar works viz., Design, supply, installation, testing, commission and operation of Sewerage Treatment Plant/ Effluent Treatment Plant /waste water treatment works, for office buildings/commercial premises/large residential complex (more than 50 dwelling units)/Industries.

6. Minimum value of each completed work (qualifying): Experience of having successfully completed similar works as mentioned above (para 5) during last 5 years ending March 31, 2019 should be either of the following:

(a) Three works each costing not less than the amount equal to 40% of the estimated cost.

OR

(b) Two works each costing not less than the amount equal to 50% of the estimated cost.

OR

(c) One work costing not less than the amount equal to 80% of the estimated cost.

7. Yearly turnover of 100% of the estimated cost or more during last 3 financial years ending March 31, 2019 supported by audited financial statements duly certified by a Chartered Accountant shall be submitted.

8. Should have service setup at the place of proposed work i.e., in Bhopal for rendering maintenance services.

9. Copies of valid licenses for related trades as applicable, PAN, Service Tax, Registration, VAT etc. issued by respective authorities.

10. The following documents must be submitted along with part-I of tender. The firms which do not comply with the pre-qualification criteria and do not submit EMD, will not be considered for opening of their Part –II of tender.

(a) Composition of the firm Full particulars (whether contractor is an individual, or a partnership firm, or a company etc.,) of the composition of the firm of contractors in details should be submitted along with name(s) and address (es), of the partner's copy of the Articles of Association/ Power of Attorney/other relevant document. GST Registration proof.
(b) Work experience & Completion certificates of similar STP works for office buildings/ commercial premises /large residential complex of specified value during the specified period Copies of the detailed work orders for the qualifying works indicating date of contract, value of contract, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar works as mentioned above (in para 5) should be enclosed in proof of the work experience. The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any Centre, should also be given.
(c) Turnover Audited financial statements for last three Assessment/financial Year i.e. 2016-17, 2017-18 and 2018-19 along with a certificate of Chartered Accountant indicating the turnover for these financial years.
(d) Credit worthiness of the contractor and their turnover during the specified period Copies of the Income Tax Clearance Certificates/Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three years.
(e) Name(s) and address(es) of the Bankers and contact details of their executives Written Information about the names and addresses of their bankers along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos., etc. of the contact executives (i.e. the persons who can be contacted at the office of their bankers by the Bank, in case it is so needed) should be furnished.
(f) Details of bank accounts Full particulars of their bank accounts, like account no. type, when opened etc., should be given.
(g) Name(s) and address(es) of the Clients and contact details of their executives Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos. etc., of the contact executives (i.e. the persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be furnished.
(h) Details of completed works The client-wise names of work(s), year(s) of execution of work (s), awarded and actual cost (s) of executed work (s), completion time stipulated in the contract (s) and actual time taken to complete the work (s), Name(s) and full contact-details of the officers/authorities/departments under whom the work(s) was/were executed should be furnished.
(i) Details of Service setup Address and contact details of the service set up at the place of proposed work place i.e., Bhopal for rendering after sales service.
(j) Registration proofs* ESI, EPF, Labor laws, GST registration (*All the applicable bidders shall submit the copy of registration and if not applicable, an undertaking may be given for the same. All the bidders should give an undertaking /declaration in attached format given in Annexure E)
(k) License if applicable License issued by the competent authority (MPPCB / CPCB /Muncipal Corporation Office) etc., shall be furnished.

10. A pre-bid meeting (off-line mode) of the intending bidders will be held on October 09, 2019 at 11.00AM at Reserve Bank of India, Estate Dept., 5th Floor, Bhopal - 462011.

11. The duly filled in tender documents both part-I an part-II should be submitted till 2.00 PM on October 18, 2019.

12. After examination of the prequalification documents, if any of the bidder is not found to possess the required eligibility, their tenders will not be accepted by the Bank for further processing.

13. Part I of the tenders will be opened at 3.00 PM on October 18, 2019 in the presence of the authorized representative of the bidders who choose to be present. Part-II (Price bid) of the eligible bidders shall be opened on a subsequent date which will be intimated to the bidders in advance.

14. Tender forms will be issued by the office from September 11, 2019 to September 01, 2019 on a non-refundable payment of Rs.500/- in NEFT /DD favouring Reserve Bank of India payable at Bhopal.

15. Tender forms can also be downloaded from the website https://www.rbi.org.in as per the timeline indicated. In case of downloaded documents the said non-refundable sum of Rs.500/- in the form of Demand draft/NEFT (account details are mentioned in the part –I of tender document) favouring Reserve Bank of India payable at Bhopal along with all the information/documents, mentioned above, will have to be submitted in a sealed cover addressed by name to Regional Director, Reserve Bank of India, Estate Department, Hoshangabad Road, Bhopal, up to 2:00PM on October 18, 2019, for Bank’s examination. These separate sealed covers shall be opened on the same day for scrutiny. After scrutiny, if any of the contractors are not found to possess the required eligibility, their tenders will not be opened by the Bank for further processing.

16. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject any or all the tenders without assigning any reason there for.
