Minutes of the Pre-bid meeting - Empanelment of Survey Agencies for conducting Surveys on Households and Enterprises, Mumbai

As indicated in the e-tender, the pre-bid meeting was organised on May 21, 2019 and five bidders participated in the meeting. Responses to queries raised by the bidders are given below:

Query 1: What are the M/s MSTC Ltd. charges for applying the e-tender?

Response: This is fixed by the M/s MSTC Ltd., and will be intimated to the bidder at the time of applying the e-tender

Query 2: Whether the workforce details asked in Annex C1 is specifically for the RBI project?

Response: No. The bidders have to provide their overall workforce details to RBI for assessment.

Query 3: Whether the bidder can submit work order in lieu of client’s certificate?

Response: No. It is clearly mentioned in the e-tender document (Para 7.8) that work order issued by the client will not be treated as client’s certificate.

Query 4: Whether the bidder can submit international client’s certificate?

Response: If the study is related to Indian households / enterprises and the survey work is executed in States and Union Territories of India, the bidder can submit international client’s certificate.

Query 5: How to address issues relating to accessing the M/s MSTC Ltd. website?

Response: The bidder has to contact the M/s MSTC Ltd. and the contact details are given in ‘Important Instructions for E-procurement’.

Query 6: If the agency is bidding for both Household and Enterprise surveys, do they need to submit separate experience certificate?

Response: Yes. As specified in the eligibility criteria 5.5 in Chapter 5 of the tender document, the experience certificate for both the type of surveys should be submitted separately.

Query 7: Is there any specific sampling method for household surveys?

Response: Yes. RBI deploy an approved sampling method for the household surveys. The details of the sampling method will be part of the financial bidding. Additionally, these details are available on the RBI website.

Query 8: What should be the length of the interview for household surveys?

Response: The estimated length of the interview for household surveys is approximately 15-20 minutes.

Query 9: Will there be differential payment for the personal interview for enterprise surveys?

Response: Yes. As per para 3.3.4: Enterprise surveys may be conducted by e-mail or fax or direct interview method by contacting the targeted companies. Responses collected through direct interview method will carry additional weightage and proportionate remuneration rate will be given extra. The agency should provide sufficient documentary proof- like CAPI for the claim of additional remuneration rate. The bidder should clearly explain their methodology for personal interview for enterprise surveys during the presentation stage.

Query 10: As per Para 5.5, the bidder has to submit at least three certificates. But in Point No.7 of Annex – I, it is given that client’s certificates at least from two different clients. Which is correct?

Response: The bidder has to submit at least three certificates as per Para 5.5. Please read Point No.7 of Annex – I as ‘client’s certificates at least from three different clients’.

Query 11: The format for the client certificate as given in Annex E includes ‘4.Total survey cost (in Rupees lakh)’ and ’19. Gross amount paid to the agency (in Rs.)’. Providing the exact amount is not acceptable under the ‘Non-Disclosure Agreement’ of the contract with the clients. Is it ok if only the approximate amount is provided?

Response: The approximate amounts are acceptable.

Clarification: Please read Item No. 15 in Annex-B and Annex-E as ‘Total no. of Investigators employed by the Agency’
