The Pre-bid meeting for the captioned tender was held on March 6, 2019 at 11.00 AM in the Conference Hall, Main Office Building, Reserve Bank of India, Bakery Junction, Thiruvananthapuram. The meeting was chaired by Shri Senthil R, Manager, DIT Cell. Officials from Department of Information Technology and representatives from various companies/agencies participated in the meeting.

Details of queries raised by representatives of various Companies/Agencies and clarifications/comments of the Bank are attached.

MINUTES OF PRE-BID MEETING

E-Tender for Facility Management Service & Annual Maintenance Contract for Computer Hardware, Software and Peripherals at Reserve Bank of India, Thiruvananthapuram

The Pre-bid meeting for the captioned tender was held on March 6, 2019 at 11.00 AM in the Conference Hall, Main Office Building, Reserve Bank of India, Bakery Junction, Thiruvananthapuram. The meeting was chaired by Shri Senthil R, Manager, DIT Cell. Officials from Department of Information Technology and representatives from various companies/agencies (List attached – Annexure I) participated in the meeting.

Manager, DIT Cell welcomed all participants to the meeting and invited queries from the prospective bidders regarding the captioned tender.

Details of queries raised by representatives of various Companies/Agencies and clarifications/comments of the Bank are tabulated below:

1 Whether EMD Relaxation is eligible for MSME/NSIC certificate holders? No. All bidders shall pay stipulated EMD within the timeline mentioned in Para no (g) of NIT and 7(a) of Section II
2 Whether Banker’s certificate is same as Solvency certificate, required to be furnished by the bidders. Yes. Bidders are required to furnish Banker’s certificate / Solvency certificate issued by the applicant’s banker, specifically for the purpose of this work for a minimum amount equal to the estimated cost (Rs. 12 Lakh) as mentioned in Para 6 of section V.
3 Whether vendor registration in MSTC’s e-procurement portal can be done using Class II signing type digital signature Vendors should have signing type DSC (Class III or Class II).
4 Whether IT assets under warranty are to be included under Price Bid of the e-tender. No. The AMC contract shall cover Level 1 support for maintaining the Computer Hardware which are under warranty of the OEMs. Please refer to Para C(1) of Section V for details regarding Level 1 support of IT assets under warranty.
5 Whether the successful bidder have to make arrangements to engage resident engineers at staff quarters of the Bank located at KOQ,TSQ,PSQ, NSQ Three Engineers should be deputed at Main Office Building, Bakery Junction, Thiruvananthapuram. No additional RE’s are required to be posted at KOQ, TSQ, PSQ and NSQ
6 Clarification regarding the claim period of the Performance Bank Guarantee submitted by the successful bidder. As a security for due fulfilment of the terms and conditions and obligations of the service contract, the successful tenderer shall furnish a Performance Bank Guarantee of 10% of the value of AMC, valid for one month beyond the period of AMC. The Bank Guarantee will be renewed for a further period upon renewal of the contract for the work, by the Bank. The format is provided as Annexure II.
7 Clarification regarding online complaint tracking system as mentioned in Para C(4) of Section V The Bank may introduce an online complaint tracking system in due course. Till such time, the vendor shall maintain a manual complaint register.

For providing the exact quote of IT assets, there is need to know the details of the IT inventory shared. Their Model name, Make. Especially for Servers, Printers, Scanners, Laptops, and projector.
