विनिर्माण क्षेत्र के लिए औद्योगिक परिदृश्य सर्वेक्षण- 2022-23 की पहली तिमाही (Q1) के लिए

भारतीय रिज़र्व बैंक ने आज अप्रैल-जून 2022 में संचालित किए गए औद्योगिक परिदृश्य सर्वेक्षण (आइओएस) के 98वें चक्र का परिणाम जारी किया। इस सर्वेक्षण में क्यू1: 2022-23 के लिए भारतीय विनिर्माण कंपनियों द्वारा किए जानेवाले कारोबार के परिवेश और क्यू2: 2022-231 के लिए उनकी प्रत्याशाओं का गुणात्मक मूल्यांकन किया गया है। सर्वेक्षण के इस चक्र में कुल 1239 कंपनियों ने प्रत्युत्तर दिए। कोविद 19 महामारी के कारण व्याप्त अनिश्चितता की स्थिति को देखते हुए प्रमुख मानदंडों के आधार पर आगे की दो तिमाहियों और उसके आगे की तीन तिमाहियों के आउटलुक का मूल्यांकन करने के लिए सर्वेक्षण के इस चक्र में एक अतिरिक्त ब्लॉक सम्मिलित किया गया है।

विशेष:

क. पहली तिमाही (Q1) 2022-23 का मूल्यांकन

  • उत्तरदाताओं ने Q1:2022-23 में मांग की स्थिति के बारे में आशावादी थे, जो उत्पादन, ऑर्डर बुक, क्षमता उपयोग, रोजगार और विदेशी व्यापार पर उनके सकारात्मक मूल्यांकन से पता चला है (सारणी-ए)।

  • निर्माताओं ने 2022-23 की पहली तिमाही के दौरान कच्चे माल की लागत के साथ-साथ वेतन व्यय में वृद्धि का आकलन किया है; उन्होंने धन की लागत में वृद्धि को भी महसूस किया।

  • कच्चे माल की लागत दबावों के अनुरूप बिक्री कीमतों पर भावनाओं को सख्त किया गया है; इस तिमाही के दौरान लाभ मार्जिन पर उत्तरदाताओं की धारणा थोड़ी सकारात्मक रही।

  • कुल मिलाकर, विनिर्माण क्षेत्र में कारोबारी धारणा सकारात्मक रही; व्यापार मूल्यांकन सूचकांक (बीएआई2) एक तिमाही पहले 111.5 की तुलना में 2022-23 की पहली तिमाही में 110.7 रहा (चार्ट-1)।

ख. दूसरी तिमाही (Q2) 2022-23 के लिए अपेक्षाएं

  • उत्तरदाताओं ने मांग की स्थिति पर अपने आशावादी दृष्टिकोण को बरकरार रखा, जैसा कि उत्पादन, ऑर्डर बुक और रोजगार पर उनकी उम्मीदों में Q2: 2022-23 के लिए परिलक्षित होता है।

  • कच्चे माल की खरीद, कर्मचारियों की लागत और वित्तपोषण की लागत का दबाव 2022-23 की दूसरी तिमाही में जारी रहने की संभावना है; इस स्थिति में लागत वृद्धि के लिए समायोजित करने के लिए, उत्तरदाताओं ने मूल्य निर्धारण शक्ति और लाभ मार्जिन में सुधार की उम्मीद की।

  • व्यापार अपेक्षा सूचकांक (बीईआई) पिछली तिमाही के 134.7 से बढ़कर 2022-23 की दूसरी तिमाही में 137.7 हो गया (चार्ट-1)।

1 सर्वेक्षण के परिणाम उत्तरदाताओं के विचारों को दर्शाते हैं, जो जरूरी नहीं कि रिज़र्व बैंक द्वारा मान्यताप्राप्त हों। पिछले सर्वेक्षण चक्र के परिणाम बैंक की वेबसाइट पर अप्रैल 8, 2022 को जारी किए गए थे। सर्वेक्षण का यह चक्र 22 अप्रैल, 2022 को प्रारंभ किया गया और 30 जून, 2022 तक प्राप्त डेटा के साथ परिणामों का समेकन किया गया है।

2 सर्वेक्षण के प्रत्येक चक्र में दो सूचकांकों की गणना की जाती है-एक जो सूल्यांकन आधारित [अर्थात, कारोबार मूल्यांकन सूचकांक (BAI)] और दूसरा जो अपेक्षाओं पर आधारित [अर्थात,कारोबार अपेक्षाओं का सूचकांक(BEI)] होता है। प्रत्येक संकेतक की गणना नौ कारोबारी संकेतकों के भारित विशुद्ध प्रत्युत्तरों के रूप में की जाती है, सकल मूल्य योजित (GVA) में उद्योग समूहों का भाग ही भार है। स्वीकृत नौ संकेतक हैं-(1) समग्र कारोबार की स्थिति; (2) उत्पादन; (3) ऑर्डर बुक्स; (4) कच्ची सामग्री की माल सूची; (5) तैयार वस्तुओं की माल सूची;(6) लाभ मार्जिन ; (7) रोज़गार; (8) निर्यात; और (9) क्षमता उपयोग। बीएआइ/ बीईआइ प्रत्येक तिमाही में कारोबार परिदृश्य का स्नैपशॉट देता है और 0 तथा 200 के बीच मूल्य ग्रहण करता है जिसमें 100 थ्रेशहोल्ड है जो संकुचन से प्रसारण को अलग करता है।

3 Net Response (NR) is the difference between the percentage of respondents reporting optimism and those reporting pessimism. It ranges between -100 to 100. Any value greater than zero indicates expansion/optimism and any value less than zero indicates contraction/pessimism. In other words, NR = (I – D), where, I is the percentage response of ‘Increase/optimism’, and D is the percentage response of ‘Decrease/pessimism’ and E is the percentage response as ‘no change/equal’ (i.e., I+D+E=100). For example, increase in production is optimism whereas decrease in cost of raw material is optimism.
