औद्योगिक आउटलुक सर्वेक्षणः क्यू2-2018-19-विनिर्माण क्षेत्र के लिए

आज रिज़र्व बैंक ने जुलाई-सितंबर 2018 में औद्योगिक आउटलुक सर्वेक्षण (आइओएस) के 83वें चक्र के परिणाण जारी किए। इस सर्वेक्षण में क्यू2-2018-19 के लिए भारत के विनिर्माण क्षेत्र में कंपनियों द्वारा कारोबारी परिदृश्य के गुणात्मक मूल्यांकन और क्यू3-2018-191 के लिए उनकी प्रत्याशाओं को कैपचर किया गया है। सर्वेक्षण के इस चक्र में 1095 कंपनियों से प्रत्युत्तर प्राप्त किए गए।

विशेष:

• क्यू1-2018-19 की तुलना में क्यू2-2018-19 में मांग स्थितियों को लेकर उत्तरदाताओं में आशावादिता पाई गई, जो उत्पादन, ऑर्डर बुक्स, क्षमता उपभोग और निर्यातों के मूल्यांकन में भी साफ जाहिर है।

• समग्र वित्तीय स्थितियों को लेकर उनकी आशावादिता में थोड़ी कमी पाई गई जो संभवतः उनके आंतरिक अर्जन में कमी को प्रतिबिंबित करता है, तथापि बैंकों और अन्य स्रोतों से वित्त की उपलब्धता यथावत बनी रही।

• भले ही बिक्री की कीमतों के संबंध में भावनाएं यथावत रहीं,तथापि कच्चे माल की ऊंची कीमतों और वित्त की बढ़ती लागत के कारण लाभ मार्जिन का क्षरण हुआ।

• समग्रतया भारतीय विनिर्माण क्षेत्र की कारोबारी भावनाओं में सुधार दिखा,जो क्यू1-2018-19 में कारोबार प्रत्याशा सूचकांक (बीईआइ)2 के 108.4 से बढ़कर क्यू2-2018-19 में 110.0 हो जाने में प्रतिबिंबित होता है।

• क्यू3-2018-19 के लिए उनकी प्रत्याशाओं का जहाँ तक प्रश्न है, मांग स्थितियों के परिदृश्य के बारे में उत्तरदाताओं के रुझान में आशावादिता की कमी दिखी।

• समग्र वित्तीय स्थितियों के बारे में उनके रुझान में कमी दिखी जिसकी मुख्य वजह थी बैंकों और अन्य स्रोतों से वित्त की उपलब्धता को लेकर उनकी आशवादिता में थोड़ी गिरावट का आना तथापि उत्तरदाता विदेश से वित्त की उपलब्धता के बारे में अधिक संतुष्ट पाए गए।

• बिक्री कीमतों के परिदृश्य में सुधार दिखा; तथापि लाभ मार्जिन यथावत रहने की उम्मीद बनी रही। बीईआइ जो क्यू2-2018-19 में 114.1 था क्यू3-2018-19 में बढ़कर 115.0 पर जा पहुंचा।

1 सर्वेक्षण के उत्तर, उत्तरदाताओं से प्राप्त किए गए हैं और भारतीय रिज़र्व बैंक द्वारा उन्हें साझा किया गया हो,यह अनिवार्य नहीं है। सर्वेक्षण के 82वें चक्र (क्यू1-2018-19) के परिणाम भारिबैं की वेबसाइट पर 01 अगस्त 2018 को जारी किए गए थे।

2 कारोबार प्रत्याशा सूचकांक (बीईआइ) एक सम्मिश्र सूचकांक है जिसकी गणना नौ कारोबारी संकेतकों के भारित निवल प्रत्युत्तर (विभिन्न उद्योग समूह के जीवीए का भाग) के रूप में की जाती है। बीईआइ की संगणना के लिए हिसाब में लिए गए नौ संकेतक हैः (1)समग्र कारोबार स्थिति;(2)उत्पादन;(3)ऑर्डर बुक्स;(4)कच्चे माल की सूची;(5)तैयार माल की सूची;(6)लाभ मार्जिन;(7)रोज़गार;(8)निर्यात;(9)क्षमता उपभोग। इससे प्रत्येक तिमाही के कारोबार परिदृश्य के लिए एक स्नैप शॉट मिल जाता है। बीईआइ 0 से 100 के बीच मूल्यों को ग्रहण करता है,और 100 थ्रेशहोलड या अधिकतम सीमा है जो विस्तार या बढ़त से संकुचन को अलग करती है।

3 आशावादिता सूचित करनेवाले उत्तरदाताओं और निराशावादिता सूचित करनेवाले उत्तरदाताओं के बीच के अंतर को निवल उत्तरदाता (एनआर) कहा गया है। इसकी रेंज 100 से 100 तक है।शून्य से अधिक कोई भी मूल्य बढ़त/आशावादिता दर्शाता है और शून्य से कम कोई भी मूल्य संकुचन/निराशावादिता दर्शाता है ,अर्थात- एनआर=(आइ-डी) जहां आइ प्रतिशत प्रत्युत्तर ‘वृद्धि/आशावादिता’ का द्योतक है और डी प्रतिशत प्रत्युत्तर ‘कमी/निराशावादिता’ का द्योतक है और ई प्रतिशत प्रत्युत्तर ‘यथावत/समान’ का द्योतक है;आइ+डी+ई=100. उदापरण के लिए उत्पादन में वृद्धि आशावादिता है जबकि कच्चे माल की लागत में कमी आना आशावादिता है।
